Biography

Garrison B. Ambrose focuses his practices on healthcare regulatory and privacy law, with extensive experience in data protection laws. He provides comprehensive counsel on implementing and maintaining privacy and security programs, including drafting policies and procedures, performing privacy and risk assessments, and assisting with incident response.

Garrison advises clients on cybersecurity requirements, standards, and incident preparedness, focusing on risk mitigation, breach notification strategies, and developing incident response plans and playbooks.

In addition to his regulatory experience, Garrison supports technology, healthcare, and life sciences clients with regulatory due diligence in transactional contexts. He guides management calls, identifies regulatory issues during due diligence, and ensures compliance for healthcare platforms, drug distributors, manufacturers, pharmacies, and outsourcing facilities with FDA and state regulations.

His strong background in drafting and negotiating various agreements, such as software licensing, artificial intelligence services, data protection, cloud services, and telemedicine services agreements, further enhances his ability to support clients’ legal needs.

Garrison also assists clients with post-breach regulatory investigations, including drafting legally required and voluntary notices and responding to inquiries from regulatory and enforcement agencies like the Federal Trade Commission, the Department of Health and Human Services Office for Civil Rights, and state attorney generals.

His experience extends to complex healthcare and product liability litigation, where he has drafted memoranda, pleadings, motions, and briefs, and assisted with deposition preparation and witness interviews.

Before joining the firm, Garrison was an associate at two major law firms and served as a judicial law clerk for Chief Judge Michael F. Urbanski of the U.S. District Court for the Western District of Virginia.
