Biography
Naomi Zwillenberg’s practice includes a wide range of litigation matters, with an emphasis on general commercial litigation, products liability defense, and white collar investigations. Naomi was an integral part of a litigation team that obtained favorable settlements for clients in wrongful death actions against a nationwide manufacturer of child products. Naomi has significant experience in the life sciences industry as she has defended an orthopedic device company (knee system), a drug distribution company (allegations of improper shipping), and a drug manufacturing company (related to opioid abuse). Naomi delivers strategic defenses in cases involving anti-kickback statutes and qui tam actions, where her insights have yielded stellar outcomes for her clients.
Naomi counsels and represents individuals and institutions in the following areas:
- Business and contract disputes
- Complex tort matters
- Criminal prosecutions and grand jury investigations by federal and state prosecutors involving False Claims Act (including qui tam), antitrust, public corruption, government contracts
- Internal corporate compliance investigations
- Whistleblower fraud investigations
Naomi plays an active role in Blank Rome’s pro bono program, having devoted over 100 hours to pro bono causes each year since joining the firm in 2014. She has received Blank Rome’s Pro Bono Awards for providing over 65 hours of service every year. Naomi is a volunteer attorney for the Support Center for Child Advocates, the country’s oldest and largest pro bono legal and social services agency for children, as well as the Pennsylvania Innocence Project, which works to secure exonerations for the wrongfully convicted, in addition to serving small business owners in the Philadelphia area in need of legal assistance. Naomi has worked with HIAS-Pennsylvania to help refugees seek citizenship. Naomi has also helped indigent clients prepare birth certificates, wills, and other important end-of-life documents.
As a result of her work with the Pennsylvania Innocence Project, Naomi was a co-recipient of Blank Rome’s 2024 Edwin P. Rome Pro Bono Achievement Award, which recognizes outstanding performance and a demonstrated commitment to pro bono legal service.
While in law school, Naomi was the associate editor of the Journal of Law and Social Change and earned a Certificate in Management from the University of Pennsylvania Wharton School. She also served as a judicial intern for the Honorable Richard Lee Price of the Bronx County Supreme Court – Criminal Division. When she was at New York University, she was a University Honors Scholar, a President’s Service Award Recipient (2009), and on the Dean’s list (2005–2009). She also received the Big Brothers Program Award and the Excellence in Community Service Award.
Prior to law school, Naomi worked for two years as a paralegal for a large plaintiff side law firm, assisting with complex mass tort matters.

Naomi has been part of the Leadership and Governance Committee for her Synagogue Board, and has also been a member of the Development Committee for Kohelet Yeshiva.
Naomi assisted local private schools navigate the COVID-19-mandated school closures, and bringing students and teachers back in the aftermath.
Naomi has been on planning committees for the Kohelet Yeshiva Beit Midrash CLE Programs including, “Nuremberg: Its Lesson for Today” and “Nazi Looted Art and the Legal Battle for Justice,” respectively. Each included a screening of a related documentary film and additional presentations by Pennsylvania Attorney General Josh Shapiro (in 2017) and Larry Berger, Esq., Former General Counsel of the Philadelphia Museum of Art (in 2018).
